Lead chromates restriction proposal delayed
Echa has delayed the submission of its REACH Annex XV restriction report on three lead chromate substances in articles.
This is because it may need to be revised according to the outcome of:
- ongoing discussions about the restriction of lead stabilisers in PVC, which was blocked by the European Parliament in February; and
- a pending court case on authorising the use of lead-based pigments – which the Swedish government initiated and the European Commission appealed against.
CLH intention
Sweden has submitted a harmonised classification and labelling intention for the substance magnesium metaborate.
It is proposing a classification of reproductive toxicity 1B. The dossier is expected by 31 July.

Additional active substances: compositional requirements
The agency has made recommendations for the compositional requirements for three additional active substances to help national authorities and companies ensure that disinfectants authorised under derogations of the biocidal products Regulation (Article 55) can be used effectively and safely during the Covid-19 pandemic.
The substances are:
- active chlorine released from sodium hypochlorite;
- hydrogen peroxide; and
- peracetic acid.
Consultation: ethylene oxide substitution candidate
Echa is inviting feedback on a proposal to add ethylene oxide as a new potential candidate for substitution under the biocidal products Regulation. The deadline to comment is 8 June.
The intended use is industrial sterilisation of single use medical devices, which cannot be sterilised by other means, before these are made available on the market.
Rac approves CLH proposal for penflufen
The agency's Risk Assessment Committee (Rac) has approved a proposal for harmonising the classification and labelling of the substance penflufen.
The application was made by the UK. The substance is a fungicidal active substance used as a plant protection product, and also a new biocidal active substance used as a wood preservative.
Its full name is 5-fluoro-1,3-dimethyl-N-[2-(4-methylpentan-2-yl)phenyl]-1H-pyrazole-4-carboxamide; 2’-[(RS)-1,3-dimethylbutyl]-5-fluoro-1,3-dimethylpyrazole-4-carboxanilide; penflufen.
